SXSW traffic is wreaking havoc downtown. Joyce Young, a UT student, rode her bike downtown and ended having to hang it on this fence. There are not many places to park bikes, she says, and all the lower spots were already taken by the time she arrived. She was heading to East Austin next, hoping the situation is better there.
